As ISO 15118 is a digital, IP-based communication protocol for the exchange of information between an electric vehicle and a charging station, the players primarily interested in this technology are car manufacturers, charging station manufacturers and operators, the supply industry (providing the respective communication controllers) as well as e-mobility service providers.

But it doesn't stop there: My first encounter with ISO 15118 was during my time as a Ph.D. student and researcher at the KIT. One great thing about ISO 15118 is that the integration of electric vehicles into the Smart Grid (electrical grid) finally becomes possible, allowing peak-load shifting and ancillary grid services. Thus, any research institute, company or organization which deals with Smart Grid topics is as well part of the targeted audience.
It used to be. But time has changed and has never been more fascinating!

I am involved in major German (e.g. FastCharge) and European (Ultra-E) research projects, where car manufacturers, charge point operators, mobility operators, suppliers, and e-roaming platform operators collaborate to implement ISO 15118 in the field as preparation for mass rollouts within the next two years. The pace as picked up rapidly since 2016.
I know of some companies which are either in the stage of testing their ISO 15118 implementations (see also the FAQ related to Testing Symposium) or already having equipment production-ready.
As far as I know, every German car manufacturer (except Adam Opel AG, but, well, technically they belong to GM) as well as some European, American, and Asian car manufacturers are testing their ISO 15118 implementations already for a few years at the twice-yearly Interoperability and Conformance Testing Symposium. If I had to take a guess, I would say that most of them are going to release their production-ready implementations in their mass-production cars within the next two to three years.

Daimler has already a pre-release version of ISO 15118 running in their Smart EDs, with Innogy's charging stations being the only counterpart able to speak this version of ISO 15118.

With regards to charging station vendors, Innogy is still the pioneer here, but other manufacturers are gaining momentum. The list of suppliers providing ISO 15118-ready hardware is ever growing.

How do I know?
Well, the standardization document which defines application rules for the industry on how this Plug & Charge feature needs to be implemented by the e-mobility stakeholders has not been published yet. I know it because I am the head of a group of experts which has written this document.
Due to lengthly publishing procedures within standardization organizations, it will still take some time until this document will be published - probably not before mid/end of Q2 2017. However, I think the industry deserves to be informed about this specification as soon as possible to get this technology properly implemented in the market.

The ISO 15118 standard is currently in the process of being updated to an Edition 2. This will add some more features to the norm, some messages might change, some might be added. This rather significant change will, however, probably not be part of a free update, but rather be released as a new ISO 15118 Edtion 2 Manual.
Electric Vehicle (EV) charging communication in the form of the Combined Charging System (CCS) is a core enabling technology for fast charging EVs as well as for future Smart Grid integration. Its interoperability is key for user acceptance and economies of scale, but at the same time a major technical challenge due to the huge amount of different implementations, individual use cases and requirements on a diverse global market.

The ISO/IEC 15118 Testing Symposium embraces this challenge and brings together companies from the smart charging community and their technology experts to conduct conformance & interoperability tests for electric vehicles and charging infrastructures or respective Electronic Control Units (ECUs) and communication controllers.

Here is a group photo from the Testing Symposium in South Korea which took place in November 2016. In total, 36 companies (80 participants) from 10 countries worldwide, amongst others USA, Germany, Spain, Korea, Japan, China, Taiwan, and Australia gathered on the South Korean Island Jeju to test their ISO 15118 implementations.

Actually, yes. There is an open source reference implementation available, both for electric vehicles and charging stations. It includes every feature specified within the ISO 15118 standard. This reference implementation is release on the GitHub platform under the project name RISE V2G. Is is written in Java and license under the Eclipse Public License (EPL 1.0).

Furthermore, there is the OpenV2G project, a library written in C which provides an implementation of the EXICodec (the encoder and decoder of EXI messages). However, contrary to RISE V2G, it does not contain the complete state machine as defined by ISO 15118.

Head of experts group defining application rules for ISO 15118 certificate handling

The ISO 15118 standard only defines the communication between electric vehicles and charging stations. But other entities, such as charge point operators, car manufacturers, and mobility operators need to be involved in a certificate provisioning and revocation process to successfully carry out the authentication, authorization and billing process.

Therefore, the German standardization experts group DKE/AK 901.0.115 "Information security in electric mobility" has been formed to define a VDE Application Rules document for the industry.
I have been leading this experts group since September 2016. The resulting document will be available in the second quarter of 2017.
